Great question! it is Cultural. My response was too long for a comment, so I’ve expanded on this topic with a deeper dive into cultural and historical perspectives on nudity in a post on my blog. Check it out for a more detailed discussion! Exploring Cultural Attitudes Toward Nudity: Why Are Adults Ashamed But Babies Are Not?

In USA society (at least), there is a strong conditioning that nudity equates to sexual behaviour. Typical upbringing as well as media treatment does this. Residual Puritanism (itself an extreme social construct present in many religious and social organizations) reinforces this behaviour.
Another influence is parental hesitance about childrens’ passage to adulthood with its attendant sexuality. My experience has been that a strong desire to retain childhood “innocence” – even though puberty is happening – encourages avoidance of nudity by parents & mentors for youths to (hopefully) moderate or delay sexual adulthood, lengthening the “cute little child” phase. This leads to angst, stress, furtiveness and lack of understanding in the developing child’s self and peers, with “mistakes” made common, embarrassing, or risky. This is not a good situation, as a developing teen already has plenty of social & interpersonal issues to work out. A great pity.
